A Memorandum of Understanding (MoU) was signed on Thursday, 28 May 2026, between the Ministry of Digital Governance and the Αrtificial Intelligence company ElevenLabs, marking the beginning of a strategic partnership aimed at leveraging Artificial Intelligence in public services, tourism, and the preservation of Greece’s linguistic heritage.
The signing ceremony took place in the presence of Prime Minister Kyriakos Mitsotakis at the Maximos Mansion. The MoU was signed by the Minister of Digital Governance and Artificial Intelligence, Dimitris Papastergiou, and ElevenLabs CEO and Co-founder, Mati Staniszewski.
Within the framework of the collaboration, initiatives will be developed across the following areas:

Digital Governance and Public Services, focusing on the implementation of Artificial Intelligence technologies and the enhancement of Gov.gr digital services with voice technologies to provide faster and more accessible citizen services.

Tourism, with an emphasis on leveraging voice technologies to enhance digital experiences and strengthen the promotion of Greece as a tourism destination.

Preservation of linguistic heritage, through research and technological applications for the recording, documentation, and digital preservation of Greek dialects and linguistic idioms.
The Athena Research Center participates as a research and scientific partner in the pillar related to linguistic heritage, contributing its expertise in voice technologies and Artificial Intelligence for the recording, documentation, and digital preservation of dialectal forms of the Greek language. According to the collaboration plan, the first phase will focus on the Cretan dialect, with the prospect of expanding to additional Greek dialects in the future.
The specific actions and implementation framework of the initiatives will be further defined in the coming period in collaboration with the involved stakeholders.
