For the IEEE MDM 2022 instance of the award, the eligible papers include all full research papers published in the IEEE MDM 2003 to 2012 conference proceedings. The motivation for selecting this paper includes:
• The paper is a forward-looking and influential paper on a new problem that since gained in prominence.
• The paper is a very well cited paper that continues to attract citations and is cited by very well cited (and thus influential) papers.
